fix(deps): move TypeScript to dev dependencies (#118)

## Summary

- move `typescript` from runtime dependencies to development
dependencies
- update the Bun lockfile dependency classification
- avoid installing the TypeScript compiler for plugin consumers

Closes #117

## Validation

- `bun run typecheck`
- `bun test`
- `bun run lint`
- `bun run check:jsdoc-coverage`
- `bun pm pack --dry-run`
