Duplicate classes exist in the domain for ceterms:isNonCredit

@philbarker I just noticed that for the domain of ceterms:isNonCredit, there are duplicates for:

• ceterms:JourneymanCertificate
• ceterms:MasterCertificate

This is now fixed in pending by removing the duplicate domain declarations, see https://credreg.net/ctdl/terms?releaseid=pending#isNonCredit

Nothing put in the history tracking as it would be misleading to say that we had removed JourneymanCertificate and MasterCertificate from the domain of that property.
